Yes, I understand the bell curve will spread along the damage range. However, the highest chances of damage output will be centered around a certain point which would consequently be in the highest range of the bell curve distribution. This means, that say in the case of ice bolt which has a min max of 10~20, 30% of 10 and 20 is 13. That means, the most common damage output for icebolt will be any number above or below 13, with higher numbers occurring less frequently than lower numbers. Now the actual distribution curve is much slimmer for icebolt than it is for lightningbolt because the the distance from 10 and 20 is only 10. compare that to 39 for lightningbolts' 1~40. This makes a major difference since at 30% balance, the distribution curve will be centered at 12.7 for lightningbolt, which is more or less the same value for icebolt. However, since the distance between extremes is larger, lightningbolts damage will tend to be all over the place. Of course though, it will be any number around 12.7, with higher numbers occurring less often than lower numbers.
