Making them "learnable" would probably require some base changes to the interface/workings of skills like Tailoring/Blacksmithing, so just having patterns with lots/infinite uses would be a pretty simple workaround.
Or, instead of higher dura manuals as a drop, they could just release a pattern repair item. That way, the lifespan of any pattern could be lengthened, instead of only certain patterns having a higher usage count. If higher dura patterns came from the places you said, there probably wouldn't be much variety in the patterns you could get, unless all patterns are in there with slim chances to get the one you want. Something like this:
Sewing Pattern/Blacksmith Manual Restoration
• Uncommon drop from HM dungeons and Adv+ SMs/TMs
• Various grades of restoration: Item restores up to 10 usages to 30 usages, increasing in increments of 10 (Average: 10 counts, Fine: 20 counts, Finest: 30 counts).
• The restoration will repair 1-10 counts for average repairs, 11-20 for fine repairs, 21-30 for finest repairs. The amount restored depends on the rank of the pattern/manual. The higher the manual rank, the lower the chances of your restoration doing the full repair. Maximum usages per pattern/manual capped at 50. (So I guess sorta like a spirit repair potion, but for patterns/manuals.)
• Harder missions/dungeons have higher chances of dropping a better restoration, but all HM dungeons / Adv+ TMs/SMs have a chance of obtaining the highest grade, it'd just be harder to get.
Not sure if that sounds reasonable or not, but at least with an item like that then used up patterns could be recycled and you wouldn't be trying to spam one certain something for a long time just to get the pattern for one single item? I would try to think of drop rates but I have no clue what might or might not be fair.
