  1. I've already purchased a ton of finest firewood for enchant burning.
  2. Weaving and Refine have been capped.
  3. I'm mostly concerned with Handicraft and Tailoring, though Blacksmithing would also be nice.
  
  I'll try to buy as much of everything as I can but Fine/Finest Fabric and Fine/Finest Leather are the most important, right?

  A lot of fine wood. You don't need finest wood as much, that's mostly for enchant burns.
  And some tough strings. You don't need as many as your fine woods, but you still need them.
  some thick threads. then some thin threads.
  so basically, fine wood>tough string>thick thread>thin thread.

  To build on this in regards to handicraft, it is quite easy to obtain r7 during the event and since the items are not highly sought after, you don't have to worry too much about competition from other players.
  
  From rB-r8 bone marine swords are great surrogates for wood boards.
  
  From r8-r7, I suggest Item W22 poles (magical golden and silver thread, iron bar, and tough thread), poison tipped wyvern bolts (firewood, wyvern claw, and a poison potion). All the needed materials can be bought from the NPCs at the bazaar except for poison potions.
  
  For ranks past r7, there's no way to dodge using wood boards sadly... If you're casually ranking this skill, I would stop here but if you're really aiming for the higher ranks, then you can amass wood boards using the below method.
  
  I recommend hitting the rocks at Port Ceann to gather nails (firewood can also be gathered here too so if you have a partner, exploit their double gather) or if you can afford it, buy the nails and firewood from other players. Then when the bazaar hits, buy the tough string from the carpentry store and buy iron bars as a second priority. You can then make your wood boards during the day and if you're really dedicated, make roughly 10 wood boards each in-game day. I would advise storing the wood boards until after the event ends rather than train the skill while the event is going on simply on the premise that this allows you to gather more wood boards in the long run.
  
  Hopefully this mini-guide encourages more people to rank handicraft while the bazaar event is around! Good luck to everyone!

  Also, if you have a lot of characters/alts you can buy striped marlins for 100g each and do Manolin's daily quest for some extra wood boards depending on your luck.

  I'm going to have no money by the end of it. Especially because I usually get extra money by selling production mats, which no one is buying right now XD
