I have never had this problem until now, my gifs have always worked perfectly fine
I tried changing the delay between frames to no delay but it didn't work
I'm using Photoshop CS6, btw

You should check how many frames you have.
Edit:
Try no delay/0 seconds as the time frame

I use photoshop to make my gifs too. I found out that when I just started, regardless of what I put the delay as, having too many frames would lag my gif. To cutdown from 59, either take every second gif (leaving you with 30ish frames) or better yet, every third. (20ish)
Do you usually use that many frames?

I'm having the same problem as well.
No matter which delay is set, the final GIF is always slow even though the preview in main photoshop screen with play button works like a dream. I'm also aware of browser differences with GIF handling but my Chrome is able to handle fast GIFs.
I'd like to make a longer GIF, say 4 seconds / 120 frames.
If you happen to find any way to make even longer GIFs run normally, please inform me :) I'd be glad to even have some tips of other programs which could do them properly.

30fps on a gif is a little too much, usually 15fps is what you want.
Either way, try adding lossy value to your gif (In photoshop choose save for web, on the right you'll see "Lossy")

The video was recorded 30fps so I'd like to preserve that. The GIF isn't going for public anyway. I have also tried all of the options photoshop offers for quality but it's definitely somekind of bug with the delay.

Which is pretty much what I suggested first.
30fps is nowhere near ideal for a GIF, and it will look choppy.

Yay for more open source software users
I droped photoshop since i started using Gimp on linux, it lacks a few things but nothing that i can't do by "hand"
