What do i Click to download just the sound files for NPC tunes and Background Music?

This is an archive of the mabination.com forums which were active from 2010 to 2018. its still mute i extracted the full file to C:nexon/mabinogi/mp3

after it finished (7 seconds later) i then went to my tab where i was browsing nexon forums and hit play button for mabi and signed in

turned on BGM and sound effect and well nothing same as before

What does your mp3 folder look like? Is all the songs in the mp3 folder and not in a sub folder?

make sure that all the songs are in Nexon/Mabinogi/mp3/ and not in any nested folders

Look where your mabinogi.exe is (Use windows search function if you don't know the full path, though default should be C:\Nexon\Mabinogi)
There should be an "mp3" folder there (if not create it)

Show us your mp3 folder in a screenshot if it doesn't work. Chances are it's like Runes mentions, you have sub-folders inside mp3.
