You can do this pretty easily using Windows Movie Maker. Split the clip into parts: before the swear word, during the swear word, and after the swear word. Put the bleep sound in the Audio timeline under the swear word clip. Select the swear word clip and go to Clip > Audio > Mute or something like that and you're done!
Except for the fact that Windows Movie Maker decides to crop a little off where you selected. Example: You have a person saying "Gee, it sure is boring around here!" and selected the "boring", you'd end up with "Gee, it sure i ound here!" instead of the desired "Gee, it sure is around here!"
Trust me, I've gotten frustrated enough at the program to know. Not only that, but it saves in horrible quality, crashes frequently, and doesn't even let you do some of the most basic stuff like reversing.
