No, that's not how it works. Splat made an account to send PMs to staff members, to make inquiries about policies on ban-dodging, and whether or not it would be a good idea for his sister to make an account before the Splatulated account's ban was lifted, to which he was told, that no, it probably wouldn't be a good idea because people could think he was up to something. Moreover ,he was forbidden from doing anything but PMing staff members. Considering he can't do that from a banned account, and considering that he did what we asked with the second account, he didn't get in trouble for making the second account. Things are different when people create an account after getting banned, then decide that it could be fun to start drama.
The policy on ban-dodging isn't in the rules specifically. We're currently talking about
exactly how we plan on going about it, but here's the short version. The punishment for ban-dodging will be related to the reason for the ban in the first place, and the original ban's duration. Depending on what you did to get banned, your ban could either be doubled, or could be made into a permanent ban. It also depends on what it is you try to do with your second account. How much trouble you cause...etc.
