Looking at base specs on the HP site...
Wow. Okay, first things first- power supply is only 460w? Not gonna work. Rest seems... acceptable, but not top-end. 10 gigs of ram is very very nice, graphics card is good. Processor is a -little- iffy and I've heard about problems with that motherboard.
Overall, I give it a solid B-. If you get a power supply of at least 600w to replace, B+.

Weird mish mash of a PC. The PSU is actually fine as is, in fact it provides well more than enough. The CPU has been superceded by Vishera models but isn't bad per say. The GPU is rather low end, for all intents and purposes it's a rebranded HD6500 series and isn't exactly what you'd call good. Very entry level. The RAM is pretty good. Plenty of it (weird amount though) and good speed, AMDs architecture supposedly benefits more from higher speeds.
For how much it is on Amazon though, I certainly wouldn't buy it.

Implying you need 8 cores.

Do you even have anything to do with 8 cores? :|
To answer the question, I'd recommend something with Vishera in it. At the same time, I'd recommend building your own over prebuilt. If you insist on prebuilt a good start would be the selection you can buy from.

Honestly, unless you do some heavy image editing or something like that 8 cores is not going to be helpful. When I decided to get a quadcore back in the day at least I could excuse it with Supreme Commander and Anno 1404 (and apparently the G0-stepping Q6600 CPUs are excellenty overclockable, which I didn't do yet though).

It is extreme overkill.
I can't fathom you being able to use all of its processing power even if you tried.
CPU's are very expensive. Try to settle for one that you will need, not what you'll want.

460w will handle everything at stock settings as long as you're not overclocking. Your point is completely invalid.

I use 8 cores and have 16 GB of ram. Was on sale. So... Decided to prep for future circumstances, plus it's nice when i run something intensive as Civ 5, and can keep mabi and maple running in the backround, along with firefox's memory usage...

she thinks will be less costly and time consuming to have it prebuilt

Since when are 8 cores less costly? :S The amount of work is the same. You put the processor in place and fasten it with something.
I mean it's not like 8-core is completely useless, but it's probably not the most important thing to put money into as it should provide comparatively little benefit for what you do over a good 4-core CPU. Of course, if either of you extensively do something that benefits from an 8-core CPU it's quite different.
Otherwise it's a bit like buying a Limousine when a compact car is enough, except obviously way more affordable. :P
