Okay this is like the stupidest question I have ever asked but whenever I start the game I just sit at a screen of like someone on boat looking out a windown and theres not a place to enter a log in either. I even tried getting in from the nexon site and theres nothing.

Are you using the Steam client? You can try verifying game cache.
