I assume it's a fixed dye that can also be used on dragons. The dragon probably has to be in your inventory to dye it.
I wouldn't know from experience, though. I'm happy with the dark gray color mine had, and don't really like the neon orange color my dye was.

aannd accidently used it on my dragon thinking was a rag dye amp with colour palette ..
its fixed and the dragon can be picked up to change its colour ... given enough placements and pick up it would probably turn a colour you would want it to

How did you not notice it was a fixed dye when you were using it? The difference isn't exactly subtle.

Why did you not just try this out for yourself? There was literally a guard cylinder
on your back when you took that screenshot. It would take mere seconds to find out.

I've never done anything with alchemy before what do I need to cast stuff .-.

There is none, but there are some variations that are workable, I suppose.
To my knowledge of Fashion in this game, the only closest frilly skirts like that with a separated color for the shirt/blouse/whatever is the Gothic Lolita Dress and Puffy Cocktail Dress. I don't think I can think of anymore from the top of my head.
Only the Crinoline Dress has a layered layout like that though for the most part, but it is a long dress, not a short one.

The Lady Waffle skirt is kind of a similar layering, but it's not really gothic lolita like the picture, and more poofy like a bubble skirt.
The Terra Gothic Full Dress may be similar. It's a bit outdated graphics-wise, though.
