Tmobile is the cheapest. I wouldn't say its the most reliable though.
Verizon Wireless is more expensive, but it does have the best 4G coverage in the nation.

Get an unlocked HTC One ($580 cheapest) or a Google Nexus 4 ($300 cheapest) and switch over to Verizon

I recommend sticking to T-Moble, or if you have to, AT&T (though if T-mobile has decent coverage in your area, do not go AT&T) as they are GSM carriers and compatible with unlocked devices.
I recommend getting an HTC One as it is the best all-around phone right now, with good features, exceptional build quality, decent battery life, a good all-around camera, and top of the line hardware. The software isn't bad, and stays fairly close to stock Android. And of course if you don't like it, you can pop on Nova launcher to get a more stock-like experience, or Lightning Launcher if you want to use less of your phone's resources. Go Launcher Ex and NEXT launcher are fun too.
My second choice would be the Nexus 4, as it is considerably cheaper and has good build quality. The downside is it is much more limited on storage space and none of it is as nice as the new flagships, though you'll get OS updates before anyone else.
Third choice would be the Galaxy S4... but it doesn't feel as good in the hand as the above two phones, and let's face it, any smartphone you get is going to be in your hand a lot, so comfort is a -thing- you should consider.
Also, you can get the HTC One on Sprint as well.
Keep in mind T-Mobile and Sprint offer unlimited internet at prices below that of the limited internet of AT&T and Verizon.
T-Mobile also has a higher customer satisfaction rate than Verizon, and much, much, much faster 3g. T-mobile's 2g network is as fast as the 3G Verizon has, and if you're in one of T-Mobile's LTE markets, they end up coming out faster than Verizon as well, though they're just now launching LTE, they are expanding fast. Most markets have T-Mobile's HSPA+ 42, which is as fast as Verizon's LTE in terms of download speed, though you suffer on upload. Even still, the simple point is most of T-Mobile's market is faster than Verizon, and even if you're out in the boonies you're still getting speed comparable to Verizon seeing as LTE is only in urban areas on Verizon. As for the reliability, well, I haven't found a place that's not at least roaming on EDGE. And I've never dropped a call in the last... year and a half.

HTC one still available there on all your major carriers, though I don't know your plans. Doesn't change my recommendation.
