I keep hearing the rumors that the new formula of the magic apply to each charge now, instead of only one charge. I can't seem to find this.

Can anyone confirm this? And what is the exactly formula for the new magic revamp now?

We don't know because of some bugs and we don't feel like finding out until it's patched.
