What's wrong exactly? Clicking east/west server and nothing happens? Try another browser just in case somethings wrong with yours. Check your processes and see if there's a ngm.exe running, kill it if it is, and try starting again. ngm.exe sometimes freezes and you have to kill it yourself.

No, I can get into the game, but when I click "Start Game" in the first screen, it says the response from the server is delayed and you have been disconnected. I think only the West Server is down. Are you in the East one?

Yeah, might be a west server problem. Other people seem to be reporting the same problem.
