If you're going to upgrade it later, get something with at least an i5 processor, it uses the same motherboard as i7s. And make sure it has 64-bit windows. You're probably going to want something with a real graphics card to make your games look better, and you'll probably want at least 4 gb of ram to start with.
If you're not planning on ever upgrading your computer, just go with the best your budget will get you.
Remember that you'll have to be spending money on a monitor too if you don't already have one. =/
Since you plan on buying it in person you should probably just check the ads for sales a lot. That's what I did when I got my laptop. Or, if you can, wait 'till black friday, but right now there might still be back to school sales that'll help.

It costs more and takes longer to build one. He already said he was gonna buy one at a store. =/

For what you pay 1000$ in a store I can build for 700$ or less, and it'll be higher quality and not have a bunch of value-added nonsense pre-installed.
Laptops are the only exception to that, but he wants a desktop. Unless you want a Mac or something it's highly suggested to build your own.

There's guides to doing it and it will really not be that hard. You can't make very many mistakes on where to plug things in either.

At the absolute worst, you'll just have messy cables inside the computer.

If you (like me) don't know how to build one, you could probably find a friend to make one.
Just give him your budget and some preferences, and tip him like $50-100. Considering how easy people say it is, they're probably do it.

Some computer shops offer assembling services if you don't have the tools to build your own.
You just have to buy the parts required and let them build it for you at a small fee.

BUILD YOUR OWN BUILD YOUR OWN!
That's what I did. Of course with the help of my dad.
