According to mewballs.... you can get wise title by using enchants and foods that give you Int and stuffs.

Just use the Mine Expert title. It's better anyway...

There are titles much better than Skillful.

But yeah, if you bothered to look on wiki, the added stats from foods and titles do count.
And also on wiki are lists of foods and the stats they give.

Berries give you permanent DEX until your next rebirth.
Filian blessing = epic

Foods that give good dex boosts (5 star assumed):

Seafood Spaghetti +25 DEX
Tomato Sphagetti +30 DEX
Iced Cafe Mocha +30 DEX
Tempura Plate +10 DEX

Mine Expert, Ambidextrous, Wyvern hunter (impossible!), who Seduced a Succubus, Longa Discoverer, All-Knowing, Master of Range/magnum titles for +20 DEX.

Base Dex 200+ isn't that hard
