Tough call, are you familiar with the series? In SMT's case, are you familiar with the main line SMT series (Persona doesn't count).
Both are particularly good entries in their respective series, despite me not liking the art direction of the later, I've been reading some story stuff that has made me regain some interest in the game. SMT focuses more on telling a story and dungeon crawling, whereas RF is more about interacting with the characters and a life sim of sorts.
It really depends on what you feel like playing, I recommend both. SMT has a sweet LE if you're interested in that sort of extra fluff, XSEED is known for doing nice LE's as well, but so far they haven't announced anything regarding one for RF4. By the way, no official date has been given for RF4 yet, so anything you see on the internet is still a placeholder.

Pre-ordered SMT4 for $7-ish less on NewEgg since they have Pre-Order discounts on 3DS games time to time.
Definitely going to pick up RF4 though, hoping there's another B1G1 deal so Ican use it on pre-order. I know TRU had a B1G1 40% off which included pre-orders last week but the only immediate thing I would've picked up is AC but I'd rather get the digital version since I can have it with me for quick real-time events.
In regards to both, it's more of a matter of which one I'll start first, which is probably going to be RF4 because I've enjoyed the RF series since the first one.

Shin Megami Tensei IV is going to be the casual entry in the series so if you even if you're not familiar with (mainline) series you'll have no problem getting into the game.
- Visible encounters with attack initiative
- Game over barely exists
- Inherited skills can be picked
- No more freeze/stunned elemental status effects
- Dark demons can be negotiated with
- Autoweakness in autobattle
- No moon phases
I love the mainline SMT series but this is just screaming out casual.
So my suggestion is to only get SMT IV if you've played the (mainline) games and as Hazeri said not Persona, devil survivor, ect.

I kinda lost interest in SMT and stuff a while ago. SMT 4, the fatlus riot will happen soon! Everyone take cover!! D: (Bad experience with a fatlus at an anime convention)

I fucking hate how you have to do the dating sim element to unlock the stronger persons. It's fucking stupid. The first three Persona games are automatically better because of this.

I still don't see a problem with having the option to let such a system be available in the game, though I do agree forcing a player to actually have to use it wasn't such a great idea.
