All laptops are hot as fuck when gaming/etc.
Make sure you're not in a hot room and you have a cooling bad, and you'll be fine.

If you compare them to Desktops, yeah, if not then what's your definition of "hot as fuck?"
That laptop should be fine for Mabi and GTA 4. I personally wouldn't recommend a laptop from Dell, but if that's your choice, go for it.

Just make sure you understand how the cooling works. If you leave it on surfaces which block the fan or accumulate heat, it's likely to overheat.
Edit: Also I really wouldn't recommend buying a dell laptop. They have incredibly poor customer service, technology, and so on. Once I had the back of my laptop crack due to a design flaw in hinge on the laptop, and they absolutely refused to replace it despite being under warranty. I have more stories as well, be warned.
