I haven't tried Spear Lann yet, but they are indeed stronger since they buffed Moonsplitter again and now have skill masteries for all individual smashes. The damage gap between Hurricane and Moonsplitter is much less now.

Didn't they tamper with Spear's damage formula though? I heard something about removing agi bonus for all but Hurricane.

The information on that is shoddy as heck since as far as I'm aware, Korea removed them, added them back, then maybe removed them after again. Apparently it was still there for MS/3960 at last check, but I haven't been following info as closely.
Granted it's still an overall buff due to all smashes being rankable now, and I think it takes about 1.4k Agi before it's really a "nerf" at all.

Not likely. Spear Lann is still the best DPS character.
The only ones that get close are any variety of glitchfiring Kai and Scythe Evie (since they got a buff with the pure MAtt based damage now).
Sword Lann is an overall better character compared to before Revolution though.

Fanning Slash is really good now for raw damage, and the new Thousand Needles are mainly just used to get your Fury buff.
Those two combined are what make up the new Sword Lann's damage, combined with DC and PS (which while nerfed, isn't unusable).

I could be mistaken, but I'm fairly certain the buff effects are constant, the only thing damage increase from ranking 1k needles is from the attack itself (possibly buff duration? will need confirmation). In the first phase of 1k needle buff (Sharp), crit stacks up 1% per thousand needle hit, up to a max of 10% crit. Getting a crit with Sharp up will result in second phase buff "Furious", where you retain whatever crit you had from Sharp, and Fury attacks will deal that (crit * 3)% extra damage - e.g critting on a 5% "Sharp" buff will result in a 5% crit 15% Fury damage "Furious" buff. Duration is calculated somehow in there, I'm not too sure - generally, the more Sharp you've stacked, the longer your Furious will last.

The way that Sharp and Furious works is that each hit from Thousand Needles will increase Sharp's critical rate by 1%, starting at +1%, and max at 10%. The Sharp effect will remain forever, until a smash performs a critical. Sharp then becomes Furious. The duration of Furious does depend on the critical rate that Sharp adds, but I haven't bothered to check by how much per critical rate. I do know, however, that damage will increase by 3% x Sharp's critical percentage, but ONLY for Gliding Fury, Lightning Fury, and Furious Seven. Therefore the maximum damage increase from Furious is 30% for the fury attacks.

Well, after finally doing research, I found the duration formula for Furious, which is 28 + (2 x Sharp's critical rate) seconds.
Anyways, spin2win has an official name of Grand Hurricane now. That is supposed to be the replacement of whatever stat gives it more damage. I don't use spears much, so I don't exactly know the difference it makes.
