Quite hard to compare a game with full expansions and done development to a game still undergoing patches and expansions.
However i will agree the base civ 4 game was better than civ 5 base, but they really fixed a lot of the issues with these 2 packs so far

I built my British Empire, right now everyone is 2 tech tiers behind me (I am information age they are still at modern) I work 10 trading routes and have armies of XCOM soldiers. Everyone is drinking tea and eating crumpets because that's how the British roll.

The game i was playing, the zulus were superior and left me alone for the most part until i got dragged in a war with them because my defensive pacts got activated.
I instantly bought cavalry and cannons with faith and took over one of their cities, they had a large army but focused elsewhere, by the time they mobilized it towards me, i declared peace. These shenanigans went on in 2 more wars.

Prince or one above prince depending on how used to the expansion i am.
Also found autocracy great for diplomacy and culture.
Especially when bordered by 6-7 city states.
Gunboat diplomacy, oh my lord.
