Every other day or something. Just keep it constant and stay on it.
It's difficult, I know. And I'm not even being sarcastic. Working out is a hassle, but do things that entertain you while you workout. Listen to music, watch TV, stand in front of your mirror naked while lifting dumbbells, etc., etc. Whatever gets ya motivated.

I believe lifting weights has no bearing on weight gain and loss. It only shifts the balance toward gaining/preserving muscle. Your workout routine may or may not be adequate, but it isn't the reason you're failing. If anything, gaining muscle raises your metabolism, forcing you to eat more to maintain. If you don't eat over maintenance it will be physically impossible to get bigger. If you're really serious about this, keep track of your diet. Try fitday.com
You're probably taking in 2000~2500 calories/day. Kick it up 500 calories tomorrow. Weigh yourself every morning after your dump. 500 calories over maintenance for a week results in a weight gain of 1 lb (approximately). So if you haven't gained any weight, increase your daily intake by 500 calories and re-check in a week.
If you have a hard time getting that many calories, eat more often, try eating 5 or 6 smaller meals, helps get the food in. Plan for it and don't miss meals. You should be getting at least 1 g protein/lb bodyweight. Reduce carbs and up fat if needed. Drink a lot of milk, preferably whole.
Also, cardio does wonders for everyone, but it's catabolic, encourages the breakdown of fat and muscle. Keep your heart alive, but if you overdo it you will have a really hard time gaining.

Muscle is way harder to lose than fat anyway, since it needs to deteriorate and then be burned off owo.
Muscle is usually the first to go if you don't eat or get stressed out and release a bunch of cortisol.
If you want to gain some muscles, go swimming.
