So I've just returned to Vindictus after about a year-long break (last time I played was around April 2012). Whole lot of changes, new characters, weapons, and all that jazz. One thing that I suppose hasn't changed much is the lack of boats/parties for dungeons and raids past lvl 60. My lvl 63 Evie is pretty much stuck in terms of season 1 story quests since I need to do the Ahglan Golem raid and there seems to be nobody on the West coast server doing it. Nevermind the fact that sewers and ortel boats are always empty.
Maybe I'm not waiting long enough with an open boat. Maybe I'm not logging in during times when there are people actually doing these dungeons/raids. My question to anyone lvl 70+ is how did you guys manage trudge through lvls 60-70?

People run raids every day. You're just not looking at the right times.

I started finding that problem as soon as I started playing on my second character. I just dealt with it and tried to solo, or if it was a raid, kept patient and constantly checked for parties on the game and the forum.
I didn't have the problem on my main ScyEvie.

If you can, grind the easiest quests you have available and solo everything. If you can't, make a party and wait a while. It does take a long time but it's doable. On East it was possible to wait 30+ minutes before really getting anyone, and maybe an hour or two only to end up with an empty room. But in many cases, 15-20 minutes should be enough to get a few people at least. If you're just looking at raids, 15-20 minutes is often enough to fill up a room with 6-8.
At that point it'd be a good idea to ask them to run more raids with them. That way, you only have to suffer the waiting period once and then you can power through the rest.

Along with some of the other people up top, I think you're just not looking through a good time. Another thing might be opening a dungeon that no one is interested in running, like opening Twilight Desert when people are currently interested in Ship Graveyard for drops/bosses, etc.
