Can i get the reward scrolls even after lvl70?

So as the title says, can i pick up the lvl66-69 reward scrolls from strange traveler later, or they must be taken up at their specific levels? (i'm on eu server)

On NA the scrolls can be collected from the Strange Traveler at and after level 70, so yes to your question if it applies to EU.
