Not weird at all. It makes sense that it's against the rules to post nude (even just her back) pictures of minor on DA. Its against the rules to even draw shirtless pictures of underage characters-- original, or from a series.
If you're not allowed to sign up if you're under 13, then why would it be okay to post near naked pictures of someone the same age?

entirely different than passive display. That argument doesn't even reach anywhere near logic.
