You obviously haven't thought this out completely.
Because who the hell wants to be parted with them. Unless you can't see in the first place, your eyes are a vital part to staying alive, and not very many people would be willing to just give them away. Imagine yourself without your eyes, and the danger that you'd be in for a long time until you could adjust to the lack of eyesight. Hell, it'll be permanent danger, even if you can accustom to it, because of how important eyes are for humans. If you can't understand, try keeping your eyes shut for an entire day and going about your life as normal. Even losing one eye can be major. (I have a friend who's legally blind in one eye, which means that her depth perception sucks ass, and she's injured herself many times because of it.) While certainly you can help somebody if you just donate the part of your one eye, it'll still be difficult as hell to cope with, and not everybody can deal with that.
