I thought that was for people who already had beta keys?
Yesterday's contest had 100 winners. If they gave 2 or 3 keys to each, that still doesn't even come close to 1,000 keys.

If that were true, then they would have 10 keys to give away, since only 100 people got chosen yesterday. But since we know they only give two to people, that means there are 500 people that got extra keys, so I'm guessing that they randomly picked the accounts that got the extra keys.
Now why they give a thousand for people to hand out for referrals and not for events, I don't know, I'm not as smart as Nexon.

I was just speculating. My sister said she won the giveaway yesterday and got her two keys from it. I don't know. :/

Why would you giveaway keys to "try" a game that's in beta and needs to be fixed of bugs and glitches?
The point of the beta was to report those stuff and fix up the game, not to be exclusive and advertising.
