At first it just got really laggy, whereas previously I could play it on max settings and maintain 30 FPS no problem. Now whenever I try to do anything it's delayed by 3 seconds. League is the only thing doing this so far, and I have scanned my computer multiple times and the scans have returned nothing.

I had turned everything as low as it would go. After messing with a bunch of things and restarting my computer a few times I seem to have fixed it.

It's the servers. I load in faster than most of the people who play league and I shouldn't get FPS drops when I'm just standing at base buying. Others in the forums are saying that they can't even get into league after a patch full of bugs.

I never had any problems with anything over 60 FPS until said patch, and now I can hardly play with 30 without it randomly skyrocketing to 2 with nothing even going on.

The frame-rate problem is solved for the most part (slight lag once the game loads in, but disappears after a couple of seconds), however the delay in actions is still very noticeable. My ping on the loading screen is 300-400, when it was previously 90-100. I'm thinking it's my internet connection, but I'm confused as to why it would suddenly be shit when it was fine before. I've done more scans and have still found nothing, so it's not malware or viruses.

Its a bad patch. It has nothing to do with servers. Servers cannot cause your game to have reduced frame rates.

Repair your client or reinstall. Riot may have updated some stuff that causes it to lag on older computers? It's happened before without them saying anything.

I've already reinstalled twice, and this is a brand new computer that can run League on max settings no problem (or could).

I did. I did a test game today and everything was fine for the first 15 minutes or so, but then it slowly degraded with my ping climbing higher and higher and the delay in clicks and button presses slowly becoming worse.

High ping and action delay?
I thought you had a fps problem?
FPS problems and ping problems are very separate issues.
