Well to late, bought it. It's running well enough for me. Had to put everything at lowest but oh well. Getting 20~35 fps.

Anywho, I've seen people play Train Simulator on the intel HD 4000, and the HD 3000 isn't a bad integrated GPU, you could probably play it if you play on a lower resolution (also what resolution do you plan on playing at?) and change a few settings like shadows to low/none.
Also don't buy the game now from the steam store, it was recently in a bundle.
