Okay, I looked into the files and found that:
A: It is heavy armor.
B: It has magic def/prot base stats.
C: It has magic armor upgrades (like Black/White Dragon Armors)
D: It was added in the same update as those armors, Druid/Diva/Vate/Master Chef/Treasure Hunter outfits, and the Baseball set. (Yes, they got a big patch all at once.)
E: It is untranslated, so it is more likely than not, not in JP yet.
