So either this is going to be common since this probably will be a port from next-gen systems or Ubisoft just went lazy.

Nothing is that unusual here except for the restriction of the game to 64-bit operating systems and the extensive multi-threading support on the CPU side. The latter is easily explained by the fact that their Disrupt engine was built with heavy emphasis on realistic environment simulation (think water, weather, crowd behaviour, action-based outcomes, etc). The engine was actually built primarily for PC, but it will run fine on next gen consoles as they are basically weak PCs. It can also scale down to support crappy consoles--you do have to give up on fancy atmospheric simulations, you'll have fewer people on the streets, etc.
So no, it probably won't be common--at least not for a while. And no, it's not because Ubisoft "just went lazy."
