No, that's a horrible horrible lie. I don't know who told you that, but that's a horrible lie.
That's cumulative probability. What that means is that's the success rate of succeeding in both repairs.
Example: Joe has 2 points to repair on his sword down at Edern. He sees that the success rate is 98%. He can either repair one point at a time for 98% success rate on each individual point or full repair for a 96.04% success rate for both points at once - the probability during the full repair is still 98% per point. Now, being a superstitious character fed misinformation by stupid guildies, Joe decides to repair one point at a time, blissfully unaware that the success rate for both points at once will STILL be 96.04%.
The reason that people repair one point at a time is because a full repair essentially automates the repair process - meaning that if you lose a blessing due to a failed point, the additional points are calculated at the unblessed success rate. If the difference is something like 98% blessed at Nicca vs 95% unblessed, then you can potentially fail a lot of dura with a perfect repair because of that. Repairing one point at a time allows you to rebless the item before attempting to repair again in the case of a failure.
