Objection! You base your absurd conclusion on the fallacious perception of there being only one source of a breeze in the room. I have a question, how did Cirno get into the room? Judging from the DNA evidence and the eye-witness accounts of over 9000 citizens of Gensokyo, I have concluded that Cirno flew in through an OPEN WINDOW. You're probably thinking, Windows 98 or XP? Well that doesn't matter because turtles don't have wings! Anyways, since there was an open window, we can assume that there was wind. From the outside. Blowing in. Causing a breeze. Making Reimu feel said breeze. You may be thinking, what if they were located within a high pressure anticyclone and therefore preventing large amounts of wind? That would be a valid question except for the fact that Cirno is a Cirno therefore making her a Cirno!
Therefore, there is nothing wrong with Cirno.

That fastest A attack sadly... has puny range and is funny to look at =3
Also yeah some of Cirno's combo are nice... the only problem is that they're generally at the corner... >.> But they do have good damage output.
Just out of curiosity KitaeK, what does the tier list actually look like for Hisoutensoku? Having many people's opinion jammed into my head kinda makes it hard to understand which characters goes where :T_T:

Well, first off... Cirno has midscreen combos that deal around 2.5k without leveling up skills. Something that not every character has.
I don't have a tier list, but all you have to know is that Yuyuko is on top. I know Utsuho, Reisen, and Marisa are somewhere high too.
Characters like Cirno and Meiling are lower on the list, but that doesn't mean you can't win with them. You just have a few disadvantages you have to overcome with a different strategy. In situations like Typhoon you should probably run your ass off though.
