Quick tip, Marisa's alternative color in 13.5 is black.

Why are you stinging on mannnn. HALF of her official artwork doesn't have braids.

Zun has given Marisa dress shoes during Imperishable Night and she's had them on since. There has been some semi-official artworks of her with boots, whether it be in manga or form of figurine.

By scale, not really no. Photoshop tells me the "new" hat is about 5% bigger. There are actually 2 other official arts of marisa with hats just as big.

Verdict: Its a new costume, but nothing that we haven't really seen before.
