From your experience, are their locations limited to the ruin areas? If you look at the wiki map (http://wiki.mabinogiworld.com/view/Rano), there are 4 clusters of ruins (excluding the place where Dr. whatshisface is). Are the explorers always running around these clusters or do I have to scan the entire desert? And if they are, how many are their per cluster. I checked all 4 and found exactly 2 wondering around each. All 8 didn't take the package.

There are some wandering around in the canyons, too.

I think the Devs did us a huge favor in giving us a free Perseus. Because of that the quest should be at most 10 minutes. The best advice I can offer is to look at your mini map, zoom it all the way and stretch it out enough so you can see where the NPCs are. They appear as neon green triangles on the mini map. Stop at every one you see and you should finish in no more than 10 minutes, given the Perseus' speed.

I don't know if it's speculation but the Agent next to Angelina may sometimes be the one so always talk to them. I may be wrong though but you can never be too safe.
