Because of the following reasons:
Micro SD is slower than the on-board storage, and thus causes the phone to operate slower.
An improperly encrypted Micro SD card can cause damage and/or brick a phone given it's expected to be mountable memory.
32GB is more than enough memory for the vast majority of users.
Google runs data storage hosting, and wants to make more money from google Drive.
