The wikipage is a bit vague with the formula but right now I have a Smash 12 HLC, would I expect to do 600%+120% of my damage or 600%*1.2 or something?

Reforges are additive, so you'd be doing 720% with your smash.

Should get elemental reforge rather than smash. Even level 2 ele is like smash level 6-7.
If you're wandering which effects are not additive, it'd be thames and bohemian. Thames's enhancement would give you 600*1.15 = 690% smash.
