Probably level 100 totals who don't have a good damage title like shock or sniper and spent that 30 ap just to get a master title to look cool. Or they could have just got it and want to use it for a day and then put it away to never to be touched again.

Realistically we're talking about more than 10%, but let's look at the shock title for a second. It adds 15 max damage, which is realistically between 1~3% damage (puppetry to fighter). Is it really so unfathomable that someone would choose a title that gives a multiple the return for damage in defense instead? There's so many better titles than shock, but so very many people use it religiously.

nothing wrong about that
its the same as saying that getting +15 damage is stupid because everything already dies in a single hit with the current damage on many skill tabs
In the end, why someone will want more damage if they dont need more?
is damage the only thing we must worry on mabi?

Which titles are better than Shock?
Certain titles are comparable but none are definitely "better" overall.

Crisis Master, Shooting Rush Master (Possibly Bullet Storm if that's your thing), Sniper, Charging Strike Master although I still assert that fighter is outdated, Meteor Strike Master when released or specific Elemental Magic Masteries until then, and in Wonderland (for grinding). Of course these are all specialty titles, but you can switch your title every Mabi day so it isn't so much of a concern. The main idea is that increasing your effectiveness of one skillset by 10~15%, or even as little as 5%, is better than increasing five by 0~3%.

Shock title is extremely good. Only other one i can think of that gives just as much dmg but not as much hybrid effectiveness are sniper and gladiator title.
Then there's utility titles, like crisis master. I use it more often than sniper to be honest.

Combat master(armor enchant)
Alchemy master
Focused fist master
Climatic crash master
Crisis master
Shooting rush master
Hydra transmutation master
Battlefield overture
Meteor strike master
Productive situations
Wonderland
Metallurgy master
Rain casting/Sheep sheering master
Fragmentation master
For picking a title, you wanna pick which one will benefit you the most.
Even though royal alchemist gives more Water damage then Alchemy master, I use Alchemy master title for the extra Fire damage and Clay damage(for when hydra transmutation comes out)

And shield master title fall into neither of these categories, hence why I question its usefulness.

This game doesn't warrant tanking, sadly.
Everything you can run with high def/prot you can run just as good with low def/prot, maybe better if you didn't sacrificed your title/2nd title and enchants for defensive enchants.
The point of the game(combat wise) is avoid getting hit, sure, sometimes we can't avoid all hits, but focusing on tanking is not warranted late-game.
I will admit though, it's fun to experiment with a tank set off to the side.
