So I have an expired Shock Page 7. Just today I saw someone buying an expired shock page 7 for 500k. That made me think this question: should I sell the page or not? If I did, I would be able to get some money for a few reforges. However, if I saved the page, that's one page less that I need for shock if I ever get it in the future for the Master of Shock title.
Long story short, should I save the page or sell it?

I really can't answer for you. You could just rank shock with seals.
But then, it's your choice? Do you wanna use seals or collect pages? Your choice. Both aren't really hard.

Page 7 is one of the rare ones.
Page 1-5 are easy
Page 6-8 are annoying
Page 9-10 are easy.

Irrelevant, as shock is almost essential for any hybrid for the title.

If you plan to get shock within a foreseeable future, then go ahead and save it.
But it is a huge AP sink, and depending on where you're at, it may be better to invest your AP into something else in the mean time, then focus getting it later.
Or if you have really strong AoE damage (puppets!), you can probably hold off on it.

You'll regret it if you sell it off. The later shock pages are a pain in the ass to get. Especially 7 since the hornets are just that annoying, and getting a good party for Shadow Wizard who will spam it with you can be a pain too.

What do you mean with seals? Do you mean those 5 exp and 15 exp seals?

The seal removals do work on the pages which is why I'm surprised someone dropped the page. That was why I was thinking of holding onto it since I could use the enchant expiration removal scroll to make it usable again.

Eh, my equipment's fine to where I don't really need to upgrade unless I want to :P. Honestly it was only going to be spent towards reforges for my bow or Red Ups, but I can get money for that through dailies.

Nope, you do need more money for your equips.
Your gear is enchantress, and weapons don't count.
Better just get money to put nicer enchants on your equips then not. This is another reason I'd just use seals for the skill.

those over 400 seal would be better invested in acquiring a Royal knight armor or an oblivion enchant money wise or utility wise than ranking shock with seal.

True, but oblivion is really only needed for hats and accs. There are other replacement enchants available for other parts, like stout/precise for accs, fleet/solo for shoes, etc. And those would require money.
