For the intention of ranking it for Damage, no. Everything else? meh.
I would rank it for the Mana/Stamina & Master title though.

+min/max adds towards final damage
if title specify +alchemic damage then yes, it does. Best damaging titles would be Master of Alchemy, God's feather

That's still a fair amount of damage, although I guess you're right since it's kind of silly to rank alchemy for damage purposes.

Fire alchemy only adds in roughly ~5% damage to Flameburst and Water Alchemy adds less then 1% to Watercannon.
Not worth the ap imo, unless you wanna help the other skills(raincasting, frozenblast, shock and heatbuster)

We'll I got frozen blast to r1, and heat buster I've stopped at 6 to conserve ap.
I've got 800ish left and I'm going to use it on some passives and lately waiting for the vate update. Im really aiming for shock to supplement my fighter skills.
Only thing I regret is ranking heat buster so much and flame burst to r1. Flame burst hasnt aged very well according to current playstyles and heat buster isn't worth getting till elemental wave.
Currently using a 3/4 upgraded tidal wave, got lucky on getting a hellfire in one box and working to get the abyss.

Flame Burst is a pretty cool guy if you have a fairly coordinated team and you're using a good Hellfire Cylinder. It fits into that category of highly damaging skills with a small area of effect like Hail Storm and Bullet Storm. Combined with Raincasting, Crisis, and Hydra you should have enough firepower to solo the Martial Arts Tournament without much trouble, though I would use Blaze and Wave Blast on the boss round.
I can deal around 5~6k damage with the skill per hit and i'm hardly an alchemist (no cressida or fire enchants barring the cylinder) and i've been able to hit 12k+ in specific situations.
Heat Buster is definitely pretty awful though. Wave Buster will be useful but i'm not sure where I would use it over other options.
