The problem is that Hawaii is a gateway that funnels Asian drugs like crystal meth into North America, cost of living in Hawaii is among the highest of the states (home ownership and renting cost is a lot higher than the mainland), and social work is horrible across the nation due to low pay and low status. How to fix those problems, I don't know.
The amount of homeless just feels larger because the state has so little space.
About the state rep, he and many other politicians don't know struggle since they've lived their whole lives in an upper-middle class to wealthy bubble. They want to protect that bubble they live in so they'll do stupid shit like Brower or disarm its own citizens like Feinstein.
About saving the tourism industry, the state is diligent when it comes to moving homeless off of state property so a lot of them have no choice but to go to tourist areas since gangs keep them out of the low income areas and the police keep them from setting up in the middle class and rich neighborhoods. Federal land is of course a no-go since the military have tight security as well. If panhandling is their game, the places with the most money flowing would be the tourist spots.
Lastly, about sending the homeless to the mainland, many are just going back to where they came from. In a state that has a minority-majority (about 75% of population is a minority), things don't add up when the
majority of the homeless are caucasian. You'll have to dig deeper through google but you'll find some things about mainland states sending homeless to Hawaii due to warm weather and low violence. The articles about Hawaii sending them back really cluttered up the search.
