Basically, this is what certain special interests want. It can't become a law until ratified by congress, which is impossible in its current form. While I doubt it'll be ratified at all, rest assured there won't even be an attempt unless it's completely overhauled.
In short, it's not a conspiracy...

Pretty much this... I'm not even sure why people suddenly get all paranoid as soon as the idea appeared.
The idea like this in OP won't happens so I'm not too worried.
