I'm close to getting ice spear, I'm just missing the two most expensive pages (IS2,EJ3)

I'm still thinking on what to do with the skill. Should I teach it to my assistant elf character, or my main human mage who already has thunder?
If I teach it to my human then I can get the elemental master title. However, I always find myself low on APs, and I still want to rank magic weapon mastery (to make my bolts better) and thunder, and won't have any left for ice spear. My human mage uses a speed casting lightning wand for thunder, which is at r5, and mana knuckles for it's ability to double as a staff. Due to my focus on thunder, I most likely won't use Ice Spear often. :fail3:
You probably already know that elves have a much lower mana cost for ice spear, but the thing is that my assistant elf character is an archer, not a mage. :shoe: (R3 Ranged Attack, R4 Magnum, RB Bow Mastery and RA Critical). [I'm too lazy to rank life skills] Would making my elf into a magic/ranged hybrid a good idea? (If I do, I'll probably just focus on the ice element)
I already have an ice wand prepared, which I can just transfer to either character.
When I finish collecting the pages, would it be a better idea to teach ice spear to assistant elf, or human mage?
