Me and a friend who had recently started playing again after quitting shortly after G13 was released were discussion Mabinogi's content earlier and brought up some good suggestions that focused mainly on the NPCs in Mabinogi.
Like for example, the keywords you get, such as the school keyword. When you get these, with the vast majority of NPCs they respond with the generic "I don't know" yet if you take it to a C1 NPC, chances are you'll get an actual response. What I'm trying to say is that NPCs should have more responses to general keywords, or keywords that they might have general knowledge of (ex. Take Eluned on the Goddess Macha, where as she might not know any specifics but have a response in regards to her fashion choices) I hope I'm getting my point across!! >n<
Another related subject would be titles. When I was a noob I'd love running around with my g3 title and reading the responses the various NPCs would have towards it, it would really be a great thing if we still had this sort of thing with more recent titles!!
TL;DR I feel as if Nexon should add in more NPC interactions with your players. Even though it's a small suggestion, I feel like it would add "uniqueness" to the game and add more interest to the many different NPCs!!

Yes I enjoyed NPC interaction in earlier generations as well. It seems when they started G9 and later they stopped bothering to fill the NPCs with proper dialogue for common keywords. My guess is the new directors for the later seasons thought it was a waste of time.
Honestly I hope they do more stuff like the secret shop mechanic. Maybe allow shop discounts and stuff if you get friendly towards NPCs. Even just uncovering some more story about them would be cool too.
I found it disappointing in the Saga that the NPCs only appear during quests and have no extra dialogue at all. I really wanted to learn more about Akule for example. :/

i can somewhat agree with you, but it makes sense that they don't appear outside of their respective generations? say for example, kristell is the priestess of dunbarton. these npcs serve some sort of purpose of being where they are, if you understand what i'm trying to say; while there are some NPCs that serve no purpose to the actual game (such as baby tarlach) other than to stand there, this isn't a new thing. it's just that the NPCs we saw in previous generations were locals to their towns/villages. do we see the black wizard standing randomly around for no reason? how about the older ruairi? i don't think i'm making sense now... lol x.x
but man, if nexon or devcat or whoever it is in charge of the actual game would step it up and add more unique content like it used to have, that'd make this game vastly more interesting!! character development is always fun :D

I also think the game could use some more fluff. I wish there were more npc based quests that didn't just involve the main story line, but little sub stories within the game. I personally wish there were some quests involving all the little romances that are present in the game cause dangit they are everywhere!
Anyone else also think the books are a nice touch? Books that don't really have any greater function then being a book? I mean they aren't that much trouble to put in the game right? There are a lot of places as well that seem like they could be their own little stories but other than existing are disappointingly dead ends. When I first started as a newbie I ran on foot from Tir to the top of Spiral Hill just to see what was there, I thought the lone wisp was always sorta freaky, especially with the game saying they might be some sort of ghost, same with those wooden statues. Iria is full of ruins but nobody really seems to expand on what they are, save for whats needed to do an exploration quest and each dungeon is filled with monsters and environments that could probably be a very interesting side quest.
I always have little questions about the game world that don't seem to be answered anywhere. Why are there kobolds outside Bangor? Where did all the hobgoblins in Cor come from and whats the story with their war against the villagers? Why does the Scary Library exist? What's up with Stewart and the Dark Knight Armour? Why do some high ranking Fomors appear in certain places at certain times? Anyone know anything about Metus? Or that apparently other worldly race of Glas Glaibhleann? Why Ferghus gotta suck so bad? All these questions need answers, answers that could be gotten via quest >:O
