We're not the only country choosing to show respect. France, Canada, Norway, New Zealand, Bermuda, Kenya and South Africa are ALL flying their flags at half to honor him. Why should we refuse just because 'MURICA! ? (And those are just some of the major ones, I'm sure there are plenty of others.)

So the president has the authority to decide which events he thinks warrant lowering the flag, and he has decided that this does.

So this isn't a one-time thing.
