  It's probably given in the form of keys, so he could just give the key to his friend if he wanted to.

  The friend isn't the one participating though, the qualifying mabination user is, and what you do with a prize you win, thereby making the prize yours, is your own damn business. Why should Osay or anyone else be compelled to police the intentions of a would be winner?

  still doesn't seem fair to give the Starbound Giveaway to a user you know isnt going to use it themselves but give to someone who isn't even from nation which means they don't qualify for either of these categories of qualification
  
  

  To qualify fit one of these 2 categories:
  1) have been a member for over 1 month with at least 10 posts
  or
  2) member for less than 1 month but with 25 posts outside of bean rua
