Well, where have you been exploring? Any time I came across one it was usually in the more rocky areas, along the edges of where you can actually walk, in between Qilla Base Camp and the crossover point into Muyu Desert. They are rare in general, though. You may just need to keep at it if you've been checking those spots already. :x
--Though I believe many of the areas inside Muyu Desert itself, as well as around the Maiz Prairie have a good chance as well, the above is just my personal experience.
