I just never see them.
I see news articles saying "google has doodle for <whatever here>" then i go to google.com and it's the normal logo. I can force refresh or whatever but nope.

Oh weird, it seems you're right. I only saw it cause I was on an American VPN at the time.
But I've been getting some of those google doodles even without the VPN in the past.
