I know you get it from a quest that you can get at level 14, but how do I get the quest? I'm already level 38 and I dont have the skill nor the quest.

Never mind, apparently in an update last summer-ish they made evie's magical critical hits skill into the regular critical hits skill.

Also apparenlt EVERY Guide AND Wiki on the internet is outdated :fail3:
