Rejoining since years ago I guess, years ago I was a noobie elf who was going to be archer-mage hybrid. I assume the battle skill revamp occurred already to NA, but no idea what's happened since.
I need some recommendations on what build to play on an elf, or a human. In any game I prefer magic or ranged combat, but if sword/fist/gun/alch or whatever is fun too, then I may try it out. My general goal is a build that is fun and enjoyable. If a fun combat style could be played by either human or elf, which would do better?
I kind of dislike dext since it means that, like before, I'll have to grind the very backwards Refining before it becomes impossible. If the suggested fun combat style relies on dext, then I might just need to deal with it... Are there any other skills I need to raise ASAP since they'll become "impossible" later?
In the event I do work more on Refining, is it even worth it to keep all of my ingots? Should I NPC sell them or keep? I have low inventory space due to not being an NX buyer, and since I don't buy NX I can't set up shop. So how do I even make gold and sell things well then?

Find someone who can fragment your ingots back into ore to reduce the amount that you need to rank the skill.

You can use bags and personal shops for free now, as well as access the right half of your bank and transfer across characters. Housing is still pay-to-play.

That depends on your definition of fun. If by fun, you mean not dying, warrior's a solid choice for humans and giants, archery or magic for elves.
If by fun, you mean able to mess around, I'd recommend either puppet or alchemy. You can summon a golem or play around with your marionette. However, this isn't the path I'd recommend to a person who's starting the characters seriously. Do this if you want to just mess around.
For skills, not really. Game made skills way easier than before.
As for gold issues, you can have bags now (inv plus is free) as well as personal shops. Attending raids is also good option, as you can get many goods from it.

Oh wow, so inventory plus is free now and never knew about Fragmenting. Should I raise Weaving/Synthesis/Herbalism too since they coincide with Fragmentation?
I'll probably stick to archer/mage elf, but is it worth it to have some melee/alchemy at hand? Or is it bad to spread out too much like that? If I do build some melee, what weapon to use? Alchemy; which skill would have priority for raising?

I found that puppetry works well for elves since the control bar(puppet weapon) uses dex for part of its damage formula, so I use that as my elf's melee weapon which I am trying to train windmill with. xD
I would probably save alchemy for later, when you have a ton of free AP. You should raise windmill though, since it has those CP requirements. It's not as hard as it was in the past, but still hard.
Also, there are tons of ways to get dex now, so refine isn't really that crucial compared to before either. So don't worry too much about maxing it.

You can buy skill training pots (for refining and windmill) from the shops in dunby too.

You shouldn't need them.

"Their method" shadow mission in Tara is good for windmill (the difficulty scales with your character) and easier to arrive at (no going through Bangor).
Before going into the mission press P and make a dungeon party even if you don't have any other person coming with you. Then change the finish rule to anyone in the party. This will ensure that any enemy that you defeat will lie on the ground waiting for you to land the final hit. So you can gather all the zombies in one place and use windmill for the finishing attack.
I used this method to rank windmill on my human char. Then when I tried with the giant char, it made things much easier.

You might find it easier to start with magic on an elf now due to the recent magic revamp. As long as you have a good supply of mana herb in your HS you can just glide through all of those generation missions. Personally I started my elf with archery and the most useful skill in the alchemy tab was barrier spike, it is even more convenient to train it now since you no long need to chop trees. Elf gets a nerfed version wm (200% at r1), but it is still useful to have it r1 for the str and will. I don't think cp will be a problem since elf has natural low cp and you can wm with a broken arrow crossbow :D
