Magic weapon mastery only gives it while you're using a magical focal point (wand or staff). The focus provides the size of the amp.
Bolt mastery is learning to eek out the most of your own innate power under any situation. Makes perfect sense, since your own powers are generally near their limits as is, but the whole point of a magical focus is to amp you.

Furthermore, who would rank bolt mastery but not magic weapon mastery if they can afford a magic weapon?

Yeah, I thought that you meant that lots of mages wouldn't carry around weapons.

Just to point out the obvious you tend to rank both. 15% extra damage is nothing to sneer at - ESPECIALLY in conjunction with magic weapon mastery.

By this logic you shouldn't stack anything that increase damage? You should only rank the one that give the most and leave the others that can only increase its damage even if its a little bit?

No. I just find it strange that one skill outshines the other by a large amount. I mean, if I could, I walk swap my ranks between the skills.

Magic Bolt modifiers are additive and I doubt you have a base bolt damage of 16666.

It adds a comparative amount to that of bow mastery to a high-tier archer, although only to bolts. All in all not so bad.
