Creating a character with the first card on your account, the one you start with, allows you to pick a hero talent for free and gain some of the hero-only skills, along with rF/rN in some skills and some beginner quests to learn the skills you don't have. (At least, this was what I experienced in KR with Diva.) That's what I'm picking up from this wording, personally. Also, that sentence mentions a card, it says nothing about rebirth.
